این تحقیق با هدف کلی آسیب شناسی علل افزایش تعداد کلمقرری بگیران در استان گلستان به قصد یافتن راهکارهای واقع گرا به انجام رسید. این تحقیق از منظر گردآوری داده‌ها از نوع میدانی، از منظر کنترل متغیرها از نوع غیرآزمایشی و از لحاظ هدف، کاربردی به شمار می‌رود. ابزار گردآوری داده های کمی و کیفی به ترتیب مصاحبه و پرسشنامه بوده است. این تحقیق در دو مرحله کلی در طی سالهای ۱۳۹۶-۱۳۹۷به انجام رسید. در مرحله نخست از تکنیک دلفی از نوع پانل دلفی برای شناسایی عوامل تأثیرگذار بر افزایش مقرری بگیران بیمه‌ی بیکاری در استان گلستان و در مرحله دوم نیز از تکنیک های فرآیند تحلیل سلسله مراتبی و تاپسیس برای اررزیابی کمی و اولویت بندی عوامل شناسایی شده و راهکارهای مرتبط در مرحله اول بهره گرفته شد. نتایج فرآیند تحلیل سلسله مراتبی نشان داد که به ترتیب چهار عامل «محیط کسب و کار»، «نهادهای مسؤول »، «کارفرمایان» و «متقاضیان» بیشترین اهمیت را در افزایش تمایل مقرری بگیران بیمه‌ی بیکاری دارند. با در نظرگرفتن این چهار معیار، مواردی مانند "نوسانات بازار توام با رکود در بخش تولید و صنعت (نظیر ساختمان) و از دست رفتن فرصتهای شغلی"، "عدم تعادل بازار کار (تورم نیروی کار در نتیجه پیشی گرفتن عرضه بر تقاضا برای نیروی کار)"، "عدم پرداخت حداقل دستمزد رسمی (شکاف میزان دستمزد واقعی و مقرری بیمه‌ی بیکاری)" و "بنیه‌ی اقتصادی محدود بنگاه های فعال در استان (ظرفیت اشتغال زایی پایین آنها)" به عنوان مهمترین علل افزایش مقرری بگیران بیمه‌ی بیکاری شناسایی شد. برای ارزیابی دقیق راهکارهای شناسایی شده برای مسئله بیمه‌ی بیکاری، چهار معیار «امکانپذیری اقتصادی» و سپس، «امکانپذیری محیطی»، «امکانپذیری اجرایی- اداری» و "مناسبت نهادی (هماهنگی با قوانین و مقررات کلی)" به ترتیب اهمیت مد نظر قرار گرفت. با در نظرگرفتن این چهار معیار، راهکارهای "بازنگری شرایط و سازوکار دریافت مقرری بیمه‌ی بیکاری برای پیشگیری از تبانی کارگر و کارفرما"، "جذب سرمایه گذاری های خارج استان برای توسعه‌ی اشتغال صنعتی استان"، "آموزش کارگران در خصوص انضباط کار و وجدان کاری با همکاری بنگاه‌های اقتصادی" و "تقویت حوزه روابط کار" به عنوان مهمترین راهکارهای مدیریت بهینه‌ی بیمه‌ی بیکاری پیشنهاد شد.
