fa تدوین راهبردهای توسعه اشتغال پایدار در مناطق روستایی شهرستان دلفان Development of Sustainable Employment Development Strategies in Rural Areas of Delfan County آموزش و ترویج کشاورزی آموزش و ترویج کشاورزی پژوهشي Research <div style="text-align: justify;">   امروزه با توجه به رشد بی&rlm; سابقه کلان روستاها در کشورهای در حال توسعه و به دنبال آن ظهور مسائل و مشکلات فراوان عده &rlm;ای از محققان پیشنهاد کردند که برنامه &rlm;ریزی&rlm; های توسعه باید براساس تأکید بر تقویت روستاها باشد زیرا روستاها کانون تولید و ارزش &rlm;آفرینی در هر کشوری می&rlm; باشند. در این راستا هدف از پژوهش حاضر تدوین راهبردهای اشتغال پایدار در مناطق روستایی شهرستان دلفان بود. ابزار پژوهش، پرسشنامه بود. جامعه آماری پژوهش شامل کارشناسان و مدیران جهاد کشاورزی شهرستان دلفان بودند. با توجه به نقاط ضعف، قوت، فرصتها و تهدیدهای عنوان شده نتایج نشان داد که در صورت مهیا شدن شرایط، زمینه ی ایجاد اشتغال پایدار در مناطق روستایی شهرستان دلفان وجود دارد. زیرا در بین عوامل داخلی مهمترین نقاط قوت و ضعف به ترتیب شامل «امکان توسعه استخرهای پرورش ماهی گرم آبی و توسعه ی شیلات در برخی از روستاها» و «عدم استقبال مردم از تشکل های نهادی و دولتی و ضعف مشارکت مردم در طرح های عمرانی» است و در بین عوامل بیرونی مهم ترین نقاط فرصت و تهدید شامل «ارائه یارانه و تسهیلات کم&rlm; بهره توسط جهاد کشاورزی جهت مکانیزاسیون کشاورزی» و «کاهش نرخ امنیت سیاست&rlm;گزاری در راستای توسعه ی اشتغال و صنعتی&rlm; سازی روستایی» است. همچنین، نتایج الویت &rlm;بندی راهبردهای ماتریس SWOT نشان داد راهبرد تنوع با داشتن بالاترین امتیاز مناسب ترین راهبرد جهت ارائه راهکارهای اشتغال پایدار در شهرستان دلفان می باشد. علاوه بر این، در این پژوهش 13 راهبرد توسعه ی اشتغال پایدار در مناطق روستایی طراحی شد که می &rlm;تواند به سیاست&rlm; گذاران و متولیان برنامه&rlm; ریزان توسعه ی روستایی کمک شایانی کند.  </div> <div style="text-align: justify;">   Nowadays, considering the huge unprecedented growth of the villages in developing countries, followed by the advent of many problems, some researchers proposed that development plans should be based on the emphasis on strengthening the villages, because they are the center of production and value-creation in any country. In this regard, the aim of the present study was to develop strategies for the development of sustainable employment in rural areas of Delfan County. The research tool was a questionnaire. The statistical population of the study included experts and managers of agricultural jihad in Delfan County. Considering the weaknesses, strengths, opportunities and threats mentioned, the results showed that if the conditions are ready, there will be a stable employment in the rural areas of Delfan County. Because among the internal factors, the most important strengths and weaknesses, respectively, are "the possibility of developing warm-water fish ponds and fisheries development in some villages" and "the lack of public acceptance of institutional and governmental organizations and the weakness of people's participation in development projects" and Among the external factors, the most important opportunity and threat include "providing subsidies and low-interest facilities by agricultural Jihad for agricultural mechanization" and "reducing the security rate of policy-making towards employment development and rural industrialization". Also, the results of SWOT matrix strategies' prioritization showed that the strategy of diversity with the highest score is the most appropriate strategy to provide solutions to create sustainable employment in Delfan County.
