fa بررسی عملکرد واحدهای فناور حوزه ی کشاورزی در پارک علم و فناوری مازندران (مطالعه ی موردی: واحدهای فناور کشاورزی مستقر در مرکز رشد جامع شهرستان ساری) تحقیق و توسعه و نوآوری تحقیق و توسعه و نوآوری پژوهشي Research <div style="text-align: justify;"><span style="line-height:2;"><span style="font-size:16px;"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="FA"><span b="" mitra="" style="font-family:">چکیده مبسوط</span></span></b></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="FA"><span b="" mitra="" style="font-family:">مقدمه و هدف:</span></span></b><span lang="FA"><span b="" mitra="" style="font-family:"> تحقق کشاورزی دانش&shy;بنیان در دوران کشاورزی سنتی به کشاورزی مدرن صورت می‌گیرد. در این مرحله، از یک سو توسعه اقتصاد کشاورزی مستلزم دانش علمی است و از سوی دیگر، زمینه علم و تکنولوژی هنوز نسبتاً ضعیف است. از این رو، فرآیند ایجاد اقتصاد کشاورزی دانش&shy;بنیان را باید یک فرآیند بلندمدت دانست. اهداف توسعه کشاورزی سبز و توسعه کشاورزی پایدار، دقیقا مترادف با اقتصاد دانش&shy;بنیان است چرا که این دانش می‌تواند سیستم‌های پشتیبان تصمیم&shy;گیری در زمینه‌های مختلف اقتصادی برای ایجاد ارزش افزوده ایجاد کند. به دلیل گسترش و نفوذ اینترنت در بین آحاد جامعه،</span></span> <span lang="FA"><span b="" mitra="" style="font-family:">شرکت‌های استارتاپی در دهه &shy;های گذشته، رشد چشمگیری داشته &shy;اند. با توجه به اینکه پارک</span></span><span dir="LTR">&shy;</span><span lang="FA"><span b="" mitra="" style="font-family:">های علم و فناوری قدمت بسیار زیادی ندارند، مطالعات پیرامون ارزیابی عملکرد آنها یا واحد فناور مستقر در آنها معدود است.</span></span><span dir="LTR"><span style="line-height:80%"></span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="FA"><span b="" mitra="" style="font-family:">مواد و روش &shy;ها:</span></span></b> <span lang="FA"><span b="" mitra="" style="font-family:">بر این اساس پژوهش حاضر به بررسی عملکرد رقابتی 46 واحدهای فناور مستقر در مرکز رشد شهرستان ساری با اقتباس از شاخص ارائه شده در محاسبه شاخص توسعه انسانی (</span></span><span dir="LTR">HDI</span><span lang="FA"><span b="" mitra="" style="font-family:">) سازمان ملل متحد، پرداخته است. متغیرهای بکار رفته در این شاخص تعدیل شده، شامل: دستاوردهای فناوری (علمی و فنی)، شاخص فعالیت&shy;های اقتصادی و تجاری‌سازی دستاوردها (اقتصادی)، شاخص برنامه‌ریزی و مدیریت منابع انسانی (گروه کاری) و شاخص تعامل با مرکز رشد و واحدهای فناور مستقر (تعامل و هم‌افزایی) است.</span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span lang="FA"><span b="" mitra="" style="font-family:">یافته‌ها:</span></span></b> <span lang="FA"><span b="" mitra="" style="font-family:">نتایج مطالعه نشان داد که هیچ کدام از واحدهای فناور در گرید </span></span><span dir="LTR">A</span><span lang="FA"><span b="" mitra="" style="font-family:"> که امتیاز بالای 0/75 را شامل می‌شود کسب نکرده</span></span><span dir="LTR">&shy;</span><span lang="FA"><span b="" mitra="" style="font-family:">اند، به عبارتی دیگر، میانگین هندسی امتیازات کسب شده &shy;ی واحدهای فناور در هر یک از محورها در مقام مقایسه با سایر واحدهای فناور عالی نبوده است. همچنین، رتبه‌های دوم و سوم عملکرد، مربوط به استارتاپ‌های بخش کشاورزی بوده و اکثریت واحدهای فناور (58 درصد)، امتیازی بین 0/25 تا 0/5 کسب کردند که خیلی مناسب نیست و حتی 36 درصد از واحدهای فناور امتیازی کمتر از این بازه کسب کردند. از دیگر نتایج پژوهش حاضر، مشخص شد که 85 درصد از واحدهای فناور در محور برنامه&shy;ریزی و مدیریت منابع انسانی و نیز محور فعالیت‌های اقتصادی و تجاری‌سازی دستاوردها در گرید </span></span><span dir="LTR">C</span><span lang="FA"><span b="" mitra="" style="font-family:"> و </span></span><span dir="LTR">D</span><span lang="FA"><span b="" mitra="" style="font-family:"> جای دارند یعنی امتیازی بین صفر تا 0/5 را کسب کردند. با توجه به نتایج پژوهش، اختلاف چندانی در بین میانگین امتیازات واحدهای فناور بخش‌های مختلف صنعت، کشاورزی و خدمات مشاهده نشده است.</span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><strong><span lang="FA" style="border: 1pt none windowtext; The variables used in the modified index include: technological achievements (scientific and technical), index of economic activity and commercialization of achievements (economically), the index of human resource management (Team work), and the interaction index with the incubator and Technical unites (interaction and synergy).</span></span></span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:90%"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><b><span style="line-height:90%">Results:</span></b> <span style="font-size:11.0pt"><span style="line-height:90%">The results of the study showed that none of the TUs achieved grade A (a high score of 0.75), in other words, the geometric mean of the advantages gained by TUs on each of the axes was not excellent compared to other TUs. Also, the second and third ranks of performance were related to startups in the agricultural sector and, the majority of TUs (58 %) achieved a score between 0.25 to 0.5, which is not very good and even 36 % of TUs achieved less than that range, Based on the results of this study, it revealed that 85 % of TUs on the planning and management of human resources, as well as the economic activities and achievements of achievements in Grade C and D, are achieved, i.e., a score between zero and 0.5.
