fa تحلیل ناپارامتریک عوامل موثر بر توسعه گردشگری کشاورزی در استان کرمان Nonparametric analysis of factors affecting the development of agricultural tourism in Kerman province کارآفرینی در کشاورزی کارآفرینی در کشاورزی پژوهشي Research مقدمه و هدف: امروزه بسیاری از کشورها به منظور دستیابی به رشد پایدار و با ثبات، صنعت گردشگری را در زمره برنامههای استراتژیک توسعه خود قرار دادهاند. در این میان، گردشگری کشاورزی یکی از اشکال مختلف گردشگری است که میتواند به عنوان مکمل فعالیتهای کشاورزی نقش مؤثری در کاهش ریسک کشاورزان داشته باشد. جذابیت فعالیتهای کشاورزی برای گردشگران، علاوه بر توسعه اقتصادی، اجتماعی و فرهنگی مناطق کشاورزی، منجر به ایجاد فرصتهای شغلی و تنوع درآمدی در بخش کشاورزی میگردد؛ که در نهایت به تقویت تابآوری کشاورزان در برابر تکانههای طبیعی و نوسانهای بازار منجر خواهد شد. استان کرمان به دلیل داشتن ویژگیهای منحصر به فرد تاریخی، فرهنگی و طبیعی، از قطبهای اصلی گردشگری ایران محسوب میشود. این استان با در بر گرفتن بیش از 11 درصد از وسعت ایران، پهناورترین استان کشور است و با دارا بودن 10 اثر ثبت شده در میراث جهانی یونسکو، 41 منطقه گردشگری و بیش از 91 اثر طبیعی و تاریخی، از ظرفیت ویژهای در گردشگری برخوردار است. کرمان به دلیل دارا بودن اقلیم متنوع و تولید حدود 70 نوع محصول کشاورزی و داشتن بیش از 15 درصد باغات کشور، قطب مهم کشاورزی در کشور نیز به شمار میرود. علیرغم محدودیتهای شدید منابع آبی، این استان توانسته با تکیه بر کشاورزی استراتژیک و صادرات محور نقش کلیدی در اقتصاد ملی ایفا نماید. با توجه به ماهیت چند بعدی کشاورزی، ارزیابی این بخش تنها بر مبنای شاخصهای سنتی نظیر تولید و اشتغال کافی نیست، بلکه باید ابعادی مانند حفاظت از محیطزست، ارزشهای فرهنگی-معنوی و پتانسیلهای تفریحی را نیز مورد توجه قرار داد. با توجه به این ظرفیتها، گردشگری کشاورزی میتواند بستری نوین برای توسعه پایدار در این استان باشد، بنابراین هدف پژوهش حاضر شناسایی و رتبهبندی عوامل موثر بر توسعه گردشگری کشاورزی در استان کرمان، با استفاده از تحلیل ناپارامتریک سلسله مراتبی فازی است. مواد و روش ها: پژوهش حاضر از لحاظ هدف، کاربردی و از نظر ماهیت، دارای رویکرد ترکیبی است. برای دستیابی به هدف پژوهش، 28 خبره در حوزههای گردشگری و کشاورزی در استان کرمان؛ شامل کارشناسان و فعالان این حوزهها و اساتید دانشگاهی، به روش هدفمند در سال 1404 انتخاب شدند. فرایند پژوهش در دو مرحله اجرا گردید؛ در مرحله نخست، از طریق مرور مطالعات پیشین و انجام مصاحبه با خبرگان، عوامل مؤثر بر توسعه گردشگری کشاورزی شناسایی و بومیسازی شدند. در مرحله دوم، عوامل شناسایی شده با استفاده از ابزار پرسشنامه و با به کارگیری ماتریس مقایسات زوجی و روش تحلیل سلسله مراتبی فازی، رتبهبندی شدند. جهت تحلیل دادهها نیز از نرم افزارهای آماری Excel، Spss و Expert choice استفاده شد. یافتهها: نتایج مطالعه نشان داد که ابعاد اصلی توسعه گردشگری کشاورزی در استان کرمان از اولویت اول تا چهارم به ترتیب شامل ابعاد؛ کالبدی-نهادی، محیطی، اقتصادی و اجتماعی بودند. بعد از اولویتبندی ابعاد اصلی، معیارها و زیرمعیارها رتبهبندی شدند. در بعد کالبدی-نهادی؛ «معیار زیرساختهای توسعه گردشگری کشاورزی» با تمرکز بر خدمات زیرساختی، مدیریت مصرف آب و ظرفیت پذیرش گردشگر، رتبه اول را به خود اختصاص داد. در بعد محیطی؛ «معیار جاذبههای منطقه» با تأکید بر فاصله مناطق کشاورزی از مناطق شهری، «معیارکیفیت محیطزیست» با تأکید بر بهداشت محیط و «معیار منظر کشاورزی» با تمرکز بر خشکسالی و فرسایش، به ترتیب در رتبههای اول تا سوم قرار گرفتند. در بعد اقتصادی؛ «معیار خدمات اقامت و غذا» با تأکید بر وجود این خدمات در نزدیکی مزارع و «معیار ساختار اقتصادی منطقه» با تمرکز بر تقاضای گردشگری کشاورزی، رتبههای برتر بودند. در نهایت در بعد اجتماعی؛ «خدمات امنیتی و خدمات فرهنگی»، رتبه اول و دوم را به خود اختصاص دادند. نتیجه گیری: علیرغم وجود مزایای گوناگون گردشگری کشاورزی برای کشاورزان و گردشگران، در استان کرمان گردشگری کشاورزی توسعه چندانی نداشته است. نتایج حاصل از رتبهبندی زیرمعیارها، معیارها و ابعاد مختلف گردشگری کشاورزی نشان میدهد، وجود خدمات زیرساختی و ارتباطی از جمله وجود جادههای مناسب و شبکه اینترنت و تلفن در مناطق هدف، از مهمترین عوامل مؤثر بر توسعه گردشگری کشاورزی میباشند. بر این اساس پیشنهاد میشود سیاستگذاران حوزههای گردشگری و کشاورزی با تمرکز بر ارتقای این زیرساختها، بستر لازم برای تسهیل دسترسی به مناطق گردشگری و افزایش جذب گردشگر را فراهم نمایند. اولویت بالای معیار امنیت مناطق کشاورزی برای ساکنان و گردشگران، نشاندهنده اهمیت این معیار برای هر دو گروه ذینفعان است. بر این اساس، علاوه بر تأمین امنیت توسط نهادهای ذیربط، مشارکت افراد بومی در ارتقای امنیت مناطق کشاورزی، میتواند گامی مؤثر در توسعه گردشگری کشاورزی محسوب شود. برنامهریزی و بسترسازی جهت جذب سرمایهگذاران بخش خصوصی در فعالیتهای گردشگری کشاورزی به ویژه در مناطق کشاورزی نزدیک به مراکز شهری، فرصتی استراتژیک برای کارآفرینی، افزایش درآمد و کاهش مهاجرت به شمار میرود. با توجه به نقش تعیین کننده جاذبههای منطقه در جذب گردشگر، تنوع بخشی به این جاذبهها، از طریق برگزاری رویدادهای فرهنگی و ورزشی خاص، نیازمند برنامهریزی هدفمند میباشد. همچنین بهبود خدمات رفاهی اعم از اقامت و غذا و آموزش مفاهیم گردشگری کشاورزی به کشاورزان و گردشگران، از الزامات توسعه در این زمینه است.   Background: Today, many countries have included the tourism industry in their strategic development plans in order to achieve sustainable and stable growth. Among them, agricultural tourism is one of the various forms of tourism that can play an effective role in reducing farmers' risks as a complement to agricultural activities. The attractiveness of agricultural activities for tourists, in addition to the economic, social, and cultural development of agricultural areas, leads to the creation of job opportunities and income diversification in the agricultural sector, which will ultimately lead to strengthening the resilience of farmers against natural shocks and market fluctuations. Kerman Province is considered one of the main tourism hubs of Iran due to its unique historical, cultural and natural features. Covering more than 11% of Iran’s area, this province is the largest province in the country and has a special capacity in tourism with 10 UNESCO World Heritage Sites, 41 tourist areas and more than 91 natural and historical monuments. Kerman is considered an important agricultural hub in the country due to its diverse climate and the production of about 70 types of agricultural products and having more than 15% of the country's gardens. Despite the severe limitations of water resources, this province has been able to play a key role in the national economy by relying on strategic and export-oriented agriculture. Given the multidimensional nature of agriculture, evaluating this sector based on traditional indicators such as production and employment is not sufficient, but dimensions such as environmental protection, cultural-spiritual values, and recreational potential should also be considered. Given these capacities, agricultural tourism can be a new platform for sustainable development in this province, so the aim of the present study is to identify and rank the factors affecting the development of agricultural tourism in Kerman province, using nonparametric fuzzy analytic hierarchy process. Methods: The present study is applied in terms of purpose and has a mixed approach in terms of nature. To achieve the research goal, 28 experts in the fields of tourism and agriculture in Kerman province, including experts and activists in these fields and university professors, were selected through a purposeful method in 2025. The research process was carried out in two stages; in the first stage, through reviewing previous studies and conducting interviews with experts, the factors affecting the development of agricultural tourism were identified and localized. In the second stage, the identified factors were ranked using a questionnaire tool and using the paired comparison matrix and fuzzy analytic hierarchy process. Excel, Spss and Expert Choice statistical software were used to analyze the data. Results: The results of the study showed that the main dimensions of agricultural tourism development in Kerman province, from the first to the fourth priority, included the dimensions; physical-institutional, environmental, economic and social. After prioritizing the main dimensions, the criteria and sub-criteria were ranked. In the physical-institutional dimension; "agricultural tourism development infrastructure criterion" with a focus on infrastructure services, water consumption management and tourist reception capacity, took the first rank. In the environmental dimension; "regional attractions criterion" with an emphasis on the distance of agricultural areas from urban areas, "environmental quality criterion" with an emphasis on environmental health and "agricultural landscape criterion" with a focus on drought and erosion, were ranked first to third respectively. In the economic dimension; "accommodation and food services criterion" with an emphasis on the existence of these services near farms and "regional economic structure criterion" with a focus on agricultural tourism demand were ranked top. Finally, in the social dimension; "Security services and cultural services" took the first and second ranks. Conclusion: Despite the various benefits of agricultural tourism for farmers and tourists, agricultural tourism has not developed much in Kerman province. The results of ranking the sub-criteria, criteria, and various dimensions of agricultural tourism show that the existence of infrastructure and communication services, including the existence of suitable roads and Internet and telephone networks in target areas, are among the most important factors affecting the development of agricultural tourism. Accordingly, it is suggested that policymakers in the fields of tourism and agriculture focus on improving these infrastructures to provide the necessary framework for facilitating access to tourist areas and increasing tourist attraction. The high priority of the criterion of security of agricultural areas for residents and tourists indicates the importance of this criterion for both groups of stakeholders. Accordingly, in addition to providing security by relevant institutions, the participation of local people in improving the security of agricultural areas can be considered an effective step in the development of agricultural tourism. Planning and creating a platform to attract private sector investors in agricultural tourism activities, especially in agricultural areas close to urban centers, is a strategic opportunity for entrepreneurship, increasing income, and reducing migration. Given the determining role of regional attractions in attracting tourists, diversifying these attractions through holding special cultural and sports events requires targeted planning.
