fa چالش‌ها و فرصت‌های توسعه کارآفرینی در بخش صنایع تبدیلی محصولات باغی (مطالعه موردی: استان خراسان شمالی) عمومى General پژوهشي Research <strong><span style="font-family:2 mitra;"><span style="font-size:10.0pt;">هدف اصلی این مقاله شناسایی چالش‌ها و موانع توسعه کارآفرینی در بخش صنایع تبدیلی محصولات باغی در استان خراسان شمالی و اولویت</span></span></strong><strong><span style="font-family:2 mitra;"><span style="font-size:10.0pt;">‌</span></span></strong><strong><span style="font-family:2 mitra;"><span style="font-size:10.0pt;">بندی آن موانع و نهایتاً ارائه راهکارها جهت رفع موانع توسعه این صنایع می‌باشد. بدین منظور اطلاعات مورد نیاز از طریق مصاحبه حضوری و تکمیل پرسشنامه تخصصی با 20 نفر از مدیران و کارشناسان سازمان جهاد کشاورزی، اداره کل صنعت، معدن، تجارت، اتاق بازرگانی و بانک کشاورزی استان خراسان شمالی صورت گرفت. نتایج نشان می‌دهد که از بین عوامل مطرح، موانع تأمین مالی در رتبه اول عوامل تأثیرگذار</span></span></strong><span style="font-family:2 mitra;"><span style="font-size:10.0pt;"> <strong>بر صنایع تبدیلی استان خراسان شمالی قرار دارد و پس از آن تنگناهای مرتبط با بازار در رتبه دوم، فقدان برنامه‌ریزی راهبردی در صنایع تبدیلی محصولات باغی در رتبه سوم، کاغذبازی در فرآیند صدور مجوزها (نظام بروکراسی) و ضعف نظام مدیریتی بخش خصوصی و تعاونی واحدهای تبدیلی به طور مشترک در رتبه چهارم قرار دارد و ضعف هماهنگی بین دستگاه‌های دولتی در رتبه پنجم قرار دارند. بنابراین، پیشنهاد می‌شود پرداخت وام با شرایط آسان‌تر و زمان بازپرداخت طولانی‌تر صورت گیرد. همچنین، ایجاد یک پنجره واحد میان سازمان‌ها جهت اخذ مجوز، هزینه‌ها و زمان شروع ایجاد کارگاه‌ها و کارخانه‌های صنایع تبدیلی را کاهش می‌دهد و اجرای برنامه‌های بازاریابی متمرکز جهت حضور در بازارچه‌های منطقه‌ای و مرزی و بازارچه‌های فصلی به حل مشکل مربوط به تنگناهای بازار کمک می‌کند.</strong></span></span> The main purpose of this paper is to identify the challenges and barriers of entrepreneurship development in the conversion industry of horticultural products in North Khorasan Province and prioritize those barriers and finally provide solutions to the barriers to the development of this industry. For this purpose, the required information was obtained through face-to-face interviews and completed a questionnaire with 20 managers and experts from Jihad-e-Agriculture Organization, Department of Industry, Mine, Trade, Chamber of Commerce and Agricultural Bank of North Khorasan Province.
