fa فرصت های سرمایه گذاری زیرساختی به منظور توسعه ی کسب وکارهای کشاورزی بر مبنای رهیافت مشارکت عمومی- خصوصی Infrastructural Investment Opportunities for the Development of Agricultural Businesses Based on Public- Private Partnership Approach دولت و سیاست ها و قوانین و مقررات دولت و سیاست ها و قوانین و مقررات پژوهشي Research <div style="text-align: justify;">        زیرساخت کشاورزی شامل تمام خدمات اساسی و مورد نیاز برای رشد اقتصادی، ارتقای کارایی و عملکرد بازارهای وابسته به مواد غذایی و فیبری است. سرمایه گذاری در زیرساخت کشاورزی نیازمند مشارکت گسترده ی سازمان های مختلف در رابطه با زیرساخت های کشاورزی است. پژوهش حاضر با هدف شناسایی و اولویت بندی فرصت های سرمایه گذاری زیرساختی بر مبنای رهیافت مشارکت عمومی-خصوصی، به منظور توسعه ی کسب و کارهای کشاورزی است. این پژوهش از نوع کیفی بوده که با بکارگیری روش نمونه گیری هدفمند، 16 نفر از خبرگان و کارآفرینان حوزه ی کشاورزی انتخاب شدند. پس از شناسایی زیرساخت های بخشها و زیربخش های مختلف کشاورزی، آنها بر پایه تکنیک تحلیل سلسله مراتبی با استفاده از نرم افزار  Expert Choice 11 مورد اولویت بندی قرار گرفت. نتایج نشان داد که فرصت های سرمایه گذاری زیرساختی و اولویت های آنها درکسب وکارهای کشاورزی به دو دسته زیرساخت عمومی شامل حمل و نقل، گاز، شهرک های کشاورزی و گلخانه ای و زیرساخت تخصصی کشاورزی شامل خاک/زمین، آب و خدمات تقسیم بندی می شوند. آسیب شناسی و توجه به حمل و نقل روستایی، اطلاع رسانی و آشناسازی کشاورزان با طرح کاداستر و طرح های به نژادی و اصلاح نژاد دام از پیشنهادهای این تحقیق بودند.</div> <div style="text-align: justify;">     Agricultural infrastructured included the entire body of basic services needed for the growth of an economy and for the improvement of the efficiency of the markets related to food and dietary fiber. Investment in agricultural infrastructure calls for a wide- spread collaboration among the various organization involved in the sector. The main purpose of the present research was to identify and prioritize the opportunities available for infrastructural investment with an emphasis on the public- private partnership approach so as to develop agricultural businesses. This research is a qualitative type study in which 16 top experts and entrepreneurs versed in agricultural practice were selected as research samples through a purposive sampling method. Then, the infrastructural of different sections and sub- sections were identified to be prioritized through the hierarchical analysis technique, using Expert Choice 11 software. The research findings well revealed that the opportunities for infrastructural investment and the pertinent priorities fall into two categories: a) public infrastructure (consisting of transportation, gas supply, and farming and greenhouse estates, respectively) and b) agricultural specialized infrastructure (consisting of soil/ land, water, and services, respectively).
