fa بررسی دیدگاه متخصصین و محققین حوزه گیاهان دارویی در زمینه اولویت های سرمایه گذاری کارآفرینانه بخش خصوصی در توسعه صنعت گیاهان دارویی (مطالعه موردی: استان سیستان و بلوچستان) Investigating the Medicinal Plant Researcher’s and Expert’s Views on the Priorities of Entrepreneurial Investment in Medicinal Plant Industry Development in Sistan and Baluchestan Province by Private Sector کارآفرینی در کشاورزی کارآفرینی در کشاورزی پژوهشي Research <div style="text-align: justify;">چکیده مبسوط مقدمه و هدف: گیاهان دارویی از  گنجینه های طبیعی هر کشوری می باشد و در بهبود سلامت و شاخصهای اقتصادی-اجتماعی جوامع تأثیر به سزایی دارد. بحران خشکسالی و کم آبی، توسعه تولید و فرآوری گیاهان دارویی دارای نیاز آبی کم را به عنوان یکی از مهمترین حوزه های توسعه کشاورزی استان سیستان و بلوچستان معرفی کرده است. با توجه به محدویت منابع مالی دولتی و اهمیت نقش بخش خصوصی، این تحقیق با هدف شناخت اولویتهای سرمایه گذاری کارآفرینانه بخش خصوصی در توسعه صنعت گیاهان دارویی استان انجام شد. مواد و روش ها: از روش تحقیق آمیخته به عنوان رویکردی از روشهای کمی و کیفی استفاده شد. جامعه آماری تحقیق، کارشناسان و محققین صنعت گیاهان دارویی استان سیستان و بلوچستان بود که با نمونه گیری گلوله برفی تعداد 10 نفر متخصص گیاهان دارویی برای بخش کیفی و تعداد 30 نفر برای بخش کمی انتخاب شدند. ابزار تحقیق در بخش کمی، پرسشنامه ساختارمندی بود که روایی آن با استفاده از نظر پانل کارشناسان و پایایی آن از طریق آزمون کرونباخ آلفا 0/75 به دست آمد. یافته ها: 27 گیاه دارویی در استان سیستان و بلوچستان، از مزیت نسبی لازم برخوردار میباشند و بخش خصوصی میتواند در 21 حوزه این صنعت سرمایه گذاری نماید. "تدوین برنامه جامع تحقیقات گیاهان دارویی" و "تهیه نقشه سرمایه گذاری و اشتغال در صنعت گیاهان دارویی" از مهمترین برنامه های زیربنایی توسعه این صنعت بوده و دو برنامه پژوهشی "توسعه بازار و صادرات" و "فرآوری" در اولویت آن قرار دارند. همچنین، هفت گیاه دارویی برتر استان جهت سرمایه گذاری کارآفرینانه بخش خصوصی شامل گز روغن، چای ترش، بنه، کلپوره، سیاه دانه، آنغوزه و شیرین بیان می باشد. از طرفی اولویت های سرمایه گذاری کارآفرینان در توسعه صنعت گیاهان دارویی استان شامل تولید بذور اصلاح شده، ایجاد شبکه بازاریابی و فروش داخلی و افزایش عملکرد تولید در فضای باز میباشد. نتیجهگیری: با توجه به نتایج تحقیق، به منظور ساماندهی و افزایش بهره وری صنعت گیاهان دارویی استان سیستان و بلوچستان «برنامه جامع تحقیقات گیاهان دارویی»، «نقشه سرمایه گذاری و اشتغال در صنعت گیاهان دارویی»، «برنامه جامع تولید گیاهان دارویی»، «برنامه جامع صادرات گیاهان دارویی»، «برنامه جامع ترویج مصرف گیاهان دارویی» و «برنامه تحقیقاتی ویژه تولید داروهای جدید گیاهی»، باید تدوین و عملیاتی شوند. همچنین پیشنهاد می شود در 10 سال آینده، سرمایهگذاری بخش خصوصی بر ارتقای کمی و کیفی شبکه بازاریابی و فروش بینالمللی، تولید بذور اصلاح شده، ایجاد شبکه بازاریابی و فروش داخلی، مدیریت تولید و برداشت از مراتع و تولید گلخانه ای گیاهان دارویی: گز روغن (مورینگا)، چای ترش، بنه، کلپوره، سیاهدانه، آنغوزه و شیرین بیان، متمرکز شود.  </div> <div style="text-align: justify;">Extended Abstract Introduction and Objective: Medicinal plants are the natural treasure of any country. It has a great impact on improving the health and cultural indicators of Socio-economic. Drought and water shortage crisis has introduced the development of production and processing of medicinal plants with low water requirement as one of the most important areas of agricultural development in Sistan and Baluchestan province. Due to the limited public financial resources and the importance of the role of the private sector, the goal of the research was to identify the Entrepreneurial Investment priorities in this industry and its research priorities in this province. Material and Methods: In this research was used mixed research method. It is the approach of qualitative and quantitative research method. The statistical population was researchers and experts in the field of medicinal plants in the province. The study sample was 10 medicinal plant experts for qualitative section and 30 researchers and experts in the field of medicinal plants in the province in the quantitative section. The research tool in quantitative was a structured questionnaire whose validity and reliability were confirmed in the quantitative section.</div> <ul> <li style="text-align: justify;">The 27 medicinal plants in the country have a more comparative advantage and the private sector can invest in 21 areas in the qualitative sector. The "compiling a comprehensive program of research on medicinal plants" and "preparing an Entrepreneurial Investment and employment map in the medicinal plants industry" are the most important infrastructure programs for the development of this industry in the province. Also, the two research topics are "Market Development and Export" and "Processing". On the other hand, Moringa peregrina, Hibiscus sabdariffa, Terebinth (Pistacia atlantica), Teucrium polium, Nigella sativa, Ferula Assa-Foetida and Glycyrrhiza glabra were the top seven and most talented medicinal plants in the province for Entrepreneurial Investment. Also, improved seed production, creation of a marketing and sales network, and increased outdoor production performance were Entrepreneurial Investment priorities in the development process of the province's medicinal plants industry.</li> <li style="text-align: justify;">According to the research results in order to organize and increase the productivity of the medicinal plants industry in the province, need to be developed and implemented. "Comprehensive Medicinal Plants Research Program", "Investment and Employment Plan in Medicinal Plants", "Comprehensive Medicinal Plants Production Plan", "Comprehensive Export Program Medicinal plants”, “Comprehensive program to promote the use of medicinal plants" and "Special research program for the production of new herbal medicines".
