امروزه کارآفرینی به راهبردی ترین و مهم ترین ابزار اقتصادی جوامع پیشرفته تبدیل شده است. در واقع، رشد و توسعه ی اقتصادی مرهون کارآفرینان و فعالیت های کارآفرینانه می باشد. بنابراین، لازمه دستیابی به توسعه و پیشرفت اقتصادی، توسعه ی کارآفرینی است. بخش کشاورزی که از آن به عنوان محور توسعه یاد می شود، می تواند در توسعهی کارآفرینی اثربخش و مفید واقع شود. هدف اصلی این پژوهش بررسی عوامل مؤثر بر توسعهی کارآفرینی در کشورهای درحال توسعه و توسعه یافته است. به این منظور، از اطلاعات و داده های 11 کشور توسعه یافته و 11 کشور درحال توسعه طی دوره ی 2004 تا 2016 استفاده گردید و رویکرد پانل و اثرات ثابت جهت برآورد مدل بکار گرفته شد. نتایج به دست آمده از برآورد مدل نشان داد که متغیرهای توسعهی انسانی و شاخص آزادی اقتصادی بنیاد هریتیج در کشورهای در حال توسعه اثر منفی و در کشورهای توسعه یافته اثر مثبت و معنی داری بر توسعه ی کارآفرینی دارند. بنابراین آزادی اقتصادی نقش مهمی بر توسعه ی کارآفرینی ایفا می کند و فضای آزاد اقتصادی، موجب بهبود فضای کسب وکار و توسعهی کارآفرینی می شود؛ بنابراین، باید با اجرای سیاست های اصل 44 قانون اساسی و خصوصی سازی در کشور به کاهش دخالت دولت و ارتقای شاخص های آزادی اقتصادی و اعتماد به نیروهای بازار در برنامه های توسعه ای کشور توجه شود. همچنین، دولت می تواند با سرمایه گذاری زیربنایی در امور کشاورزی، ایجادمجتمع های تخصصی کشاورزی، اعمال سیاست های تشویقی مانند تخفیف یا حذف مالیات برای سرمایه گذاران بخش کشاورزی، موجب توسعهی کارآفرینی بخش کشاورزی گردد.
