چکیده مبسوط

مقدمه و هدف: روستاها نقش انکارناپذیرشان در رشد اقتصادی، اجتماعی سیاسی اهمیت بالایی در نظام اجتماعی و جمعیتی کشورها دارند و کشاورزی به عنوان راهکار توسعه روستایی، بخش اعظم فعالیت‏های اقتصادی روستاییان را شامل می‏ شود. در حال حاضر پدیده‏ ی اشتغال‏ پایدار در جوامع روستایی بیش از گذشته مطرح است زیرا توسعه‏­ ی شغلی و پایدار در میان روستاییان به ‏منزله یک استراتژی مهم است که می‏ تواند فرآیند توسعه ی روستایی را بهبود ببخشد. بنابراین، تنها با افزایش اشتغال در مکان‏ های روستایی می ‏توان از پدیده مهاجرت جلوگیری کرد زیرا منابع کشاورزی به ­تنهایی پاسخگوی نیازهای آنان نخواهد بود. خالی شدن روستاها از سکنه می‏ تواند تهدید بزرگی برای امنیت غذایی جامعه باشد. در این راستا مطالعه حاضر، با هدف طراحی سازوکار‏های اشتغال پایدار در میان کشاورزان تنباکوکار انجام شد.
مواد و روش ‏ها: در این مطالعه جهت شناسایی سازوکارهای اشتغال پایدار از پارادایم کیفی و روش داده بنیاد استفاده شد. شرکت‌کنندگان در این تحقیق شامل 18 نفر از کشاورزان تنباکوکار و خبرگان نظری با سابقه بیش از 10 سال در شهرستان دشتستان بودند. نمونه ‏های مورد مطالعه به ‏صورت هدفمند با روش گلوله‏ برفی انتخاب شدند. روش جمع ‏آوری اطلاعات استخراجی از شرکت‏ کنندگان مصاحبه آزاد بود.
یافته‏ ها: نتیجه‌ی حاصل از داده‌های گردآوری ‏شده بیانگر 48 چالش اصلی در میان تنباکوکاران بود. عامل‏ های حمایت پایین و خرید محصول با قیمت نامناسب توسط اداره دخانیات شهرستان، بروز آفات متعدد، حمایت پایین از تولید داخلی و افزایش واردات، کمبود حمایت‌های دولت از بخش کشاورزی، هزینه ‏ی ‏بالای خرید نهاده‌های کشاورزی در بازار آزاد و وجود دلالان از مهم‏ترین مشکلات تنباکوکاران بودند. عوامل استخراج ‏شده در هفت سازوکار اقتصادی و حمایتی (13 عامل)، کشاورزی و محیط‏زیستی (9 عامل)، بازاریابی (9 عامل)، صنعتی ‏سازی (4 عامل)، آموزشی و مهارتی (3 عامل)، سیاست‏ گذاری (6 عامل) و انگیزشی (4 عامل) دسته‌بندی و تحلیل شدند. درنهایت سازوکارها براساس ماهیت آن‏ها در قالب مدل استراوس و کوربین جایگذاری شدند.
نتیجه ‏گیری: به‏ طور کلی، نتایج این تحقیق می‏تواند بینش ‏های جدیدی را برای سیاست‏ گزاران توسعه­ ی ‏روستایی و کشاورزی فراهم کند زیرا تمامی مسائل و مشکلات اشتغال تنباکوکاران شناسایی شده و با برنامه‏ ریزی دقیق می‏ توان به پایدارسازی آنان کمک کرد. در این راستا پیشنهاد می‏ شود با برگزاری دوره ‏ها و کارگاه ‏های آموزشی- ترویجی زمینه توسعه کشت این محصول را در میان کشاورزان بر مبنای اصول علمی و دقیق فراهم نمایند.
